The new draft Decree on self-produced rooftop solar power has removed the regulation “price 0 VND”, replaced by the regulation “self-use and no trading in any form”.

In the new draft Decree on self-consumed rooftop solar power sent to the Ministry of Justice for appraisal, the phrase “recording electricity output at a price of 0 VND and not being paid” in the old draft has been removed. Removed in new version. Instead, the Ministry of Industry and Trade stated “developing self-produced rooftop solar power for self-use and not buying and selling in any form”.

Another new point is the regulation that self-produced and self-consumed rooftop solar power with an installed capacity of over 1 MW and the option to generate excess electricity output into the national power system must install a power monitoring information system from remotely, connecting information with the regional power dispatch unit to coordinate monitoring and ensure safe operation of the national power system. Instead of the previous proposal of 500kWp.

Regarding the development of self-produced, self-consumed off-grid rooftop solar power, the Ministry of Industry and Trade still maintains the proposal to “prioritize unlimited capacity development”.

The new draft also further stipulates that existing construction works before installing rooftop solar power must ensure compliance with current laws on investment, construction, land, environment, prevention and control. fire fighting. Rooftop solar power development must comply with legal regulations on electrical safety, investment, construction, environment, and fire prevention.

The new draft also further stipulates that the Provincial People’s Committee assigns the Department of Industry and Trade to coordinate with the local electricity unit, review and publicize on the information portal the scale of self-produced and self-consumed rooftop solar power capacity connected to the grid. according to the implementation plan of the national electricity development plan (Power Plan VIII) regarding the total capacity that has been granted a development certificate and the total remaining capacity.

The time to publicize this content needs to be done daily and immediately after there is a change in development capacity.

For organizations and individuals with projects and rooftop solar power systems developed before January 1, 2021 (before the FIT price expires) and are selling electricity to electricity units, the new draft stipulates: Do not register to develop self-produced and self-consumed rooftop solar power at the same location. This is to avoid profiteering by connecting to an existing trading system.

Previously, for this draft decree, the Government Office proposed to clarify the connotation of “self-production, self-consumption”; clearly stipulate the responsibilities of the Ministry of Construction, the Ministry of Public Security, the Ministry of Industry and Trade… in stipulating procedures for fire prevention and fighting, construction, technical conditions… so that it can be implemented as soon as the decree is approved. promulgated, without having to wait for circulars and instructions.

“Carefully research and put in place policies to encourage investment in this type of power generation. Specify the specific storage of electricity so that the source can be self-produced and consumed but not fully used. How can it be sold? The selling price is above. Which principle?
