In addition, the draft decree should encourage businesses to invest in electricity storage equipment at factories and solar power farms to become a base power source mobilized at peak prices; Form a database, determine and announce the renewable electricity output consumed by each customer, as a basis for the Ministry of Natural Resources and Environment to grant green credits to businesses; There are sanctions to warn and handle violations related to direct electricity trading such as registration, data updating, connection… and inspection and examination according to the post-inspection mechanism.

Regarding the draft decree regulating mechanisms and policies to encourage the development of rooftop solar power, Mr. To Xuan Bao – Director of the Department of Electricity and Renewable Energy (Ministry of Industry and Trade) said that rooftop solar power Self-produced and self-consumed electricity is produced and consumed on the spot, does not sell electricity to other organizations or individuals and does not sell to the national grid.

Concluding on this content, the Deputy Prime Minister requested the Ministry of Industry and Trade to research plans to encourage and provide financial support (taxes, interest rates, installation costs…) for people to install combined rooftop solar power. Meanwhile, the Ministry of Construction researches and promulgates clean energy standards, installing rooftop solar power with battery storage systems to convert into background power sources when licensing investment in civil construction.
