Dong Nai Province will be one of the three provinces with the earliest eco-industrial park in Vietnam

In 2020, the Project Management Board under the Ministry of Planning and Investment coordinated with the United Nations Industrial Development Organization (UNIDO) to implement the Project on Deploying Eco-Industrial Parks in Vietnam following the approach from the Industrial Park Program global ecology. Among more than 300 industrial parks in the country, 3 industrial parks were selected for pilot testing, including Amata Industrial Park in Dong Nai. After more than 3 years of implementation, Amata Industrial Park has achieved 86% points according to the evaluation criteria.
Head of the Management Board of Dong Nai Industrial Parks Nguyen Tri Phuong said that the model of building ecological industrial parks aims at 4 main goals: economy, environment, society and management. This model is consistent with the National Strategy on Green Growth for the period 2021-2030, with a vision to 2050; Vietnam’s commitment to implementing the United Nations’ sustainable development goals until 2030; Committed to achieving net zero emissions by 2050 at COP26.
In addition to Amata, Long Duc Industrial Park in Long Thanh district is willing to build a green industrial park model. General Director of Long Duc Investment Company Limited (Infrastructure investor of Long Duc Industrial Park) Ishii Hiroyuki said that the zone is coordinating with relevant parties to promote the green, smart industrial park project. This project will focus on building a green, smart industrial park data platform; improve the efficiency of industrial waste treatment towards zero CO2 emissions; energy saving.
“We have had working sessions with provincial leaders and the Management Board of Dong Nai Industrial Parks on the proposal to implement the Smart Green Industrial Park Project. This not only creates a competitive advantage for the industrial park, but also contributes to improving environmental quality for the province’s industrial parks” – said Mr. Ishii Hiroyuki.
Even though Long Thanh High-tech Industrial Park has not yet been formed, it has outlined a green and ecological strategy. According to Ms. Somhatai Panichewa, General Director of Amata Long Thanh City Company Limited (Industrial Park infrastructure investor), production projects in the zone must have high technology and be environmentally friendly; The zone will ensure the waste treatment system uses smart technology; There is housing, a commercial and service area to serve experts, workers and the residential community.
Some operating industrial parks interested in applying green and ecological criteria to transform development models are: Suoi Tre Industrial Park in Long Khanh city, Nhon Trach 6 Industrial Park in Nhon Trach district.

In the draft implementation plan of the Carbon Reduction Project in Dong Nai province to 2030, with a vision to 2050, the Provincial People’s Committee assigned the Management Board of Dong Nai Industrial Parks to preside over the implementation of green transformation in the provinces. Specific tasks are greening existing industrial parks through converting to clean electricity such as: rooftop solar power, waste power or biomass power; save electricity through technology improvements and smart grid management and energy circulation; improve technology for treating gas, garbage, water, and sludge; increase the density of trees in the industrial park.
For newly formed industrial parks, there must be 3 levels: ecological industrial parks, low carbon industrial parks, and net zero emission industrial parks to reduce greenhouse gas emissions and also support the attraction of technology businesses.
Vice Chairwoman of the Provincial People’s Committee Nguyen Thi Hoang said that Dong Nai will increasingly attract high-quality investment capital to promote economic growth and international economic integration. Therefore, preparing good industrial park infrastructure is an urgent requirement. The eco-industrial park model associated with green economic development and circular economy will be evaluated and replicated.
Leaders of the Provincial People’s Committee said that there needs to be more guidance on technical regulations and standards for green industrial parks and eco-industrial parks from ministries and branches; There needs to be preferential financial policies for eco-industrial parks and eco-enterprises to encourage conversion and replication.

Existing industrial parks must gradually green by upgrading transportation infrastructure, waste treatment systems, and applying digital technology in management; manufacturing enterprises in the zone must innovate technology and reduce emissions. New industrial parks must have good infrastructure from the beginning: water supply, electricity, wastewater treatment, and traffic connections to attract good secondary investors. Only then will the enterprise meet the green criteria of its partners and export markets, and meet the province’s emission reduction requirements.
